comillas-waterfront-promenade-transforming-coastal-infrastructure-into-a-vibrant-public-space

The coastal landscape of Comillas, Spain, has undergone a dramatic physical and functional transformation with the completion of the new Comillas Waterfront Promenade, designed collaboratively by Hector Navarro and ARKHITEKTON. Published on October 9, 2026, and curated by Valentina Díaz, the project reimagines a historically utilitarian and vehicular-dominated strip of coastline, converting it into an expansive, pedestrian-first public realm that seamlessly connects the historic town with its dramatic ocean views.

For years, the specific stretch of coastline in question was defined by an infrastructural compromise. Rather than serving as an inviting gateway to the sea, the area was encumbered by a narrow sidewalk that offered little room for leisurely foot traffic, immediately adjacent to a large, sprawling parking lot. This layout prioritized private vehicles over the human experience, cutting the town off from its most valuable natural asset and reducing a breathtaking coastal edge to a mere transit and storage zone for cars.

The intervention led by Hector Navarro and ARKHITEKTON approaches the site not as a simple cosmetic renovation, but as a fundamental urban re-stitching. The architects chose to bypass the notion of merely refurbishing an existing walkway, recognizing that patching up the old infrastructure would not solve the core spatial disconnect. Instead, the design team initiated a comprehensive restructuring of the waterfront, reclaiming an exceptional stretch of coastline entirely for pedestrians. By removing the dominance of asphalt and vehicular parking from the immediate shoreline, the project successfully integrates the coastal edge back into the town’s broader network of public spaces, establishing a continuous and fluid dialogue between the urban fabric of Comillas and the Cantabrian Sea.

Photographed extensively by Rocío R. Rivas and Miguel de Guzmán under their studio name imagensubliminal, the newly completed promenade showcases a careful balance of modern architectural detailing and raw, coastal materiality. The visual documentation highlights the extensive use of warm wood elements alongside robust structural systems designed to withstand the demanding harshness of a marine environment. These tactile surfaces invite physical interaction, encouraging visitors to linger, sit, and engage directly with the ocean landscape—activities that were previously discouraged by the cramped conditions of the old sidewalk and the visual clutter of parked cars.

The urban design strategy behind the Comillas Waterfront Promenade reflects a broader contemporary shift in European coastal planning, where municipalities increasingly recognize the ecological, social, and economic value of reclaiming waterfronts from vehicular traffic. By prioritizing open, uninterrupted pedestrian corridors, the project by Hector Navarro and ARKHITEKTON enhances the quality of life for local residents while simultaneously offering an upgraded spatial experience for visitors drawn to the historic architectural heritage of Comillas.

As captured through the lens of architectural photography and detailed in the foundational design briefs, the transformation serves as a prime example of how targeted public architecture can redefine a town’s identity. By turning its back on the car park and opening its arms to the sea, Comillas has re-established a vital link to its coastline, ensuring that this exceptional geographical asset belongs once again to the public realm.
